MMS: Miranda is not my close-in, he is daddy’s supporter

MABALACAT, Pamp. – The accusation is baseless and purely politics!

Thus said Mayoral bet Marjorie M. Sambo (MMS) as she categorically denied that Ryan Parica Miranda, who was apprehended for illegal possession of fire arm, worked as her close-in security in her political campaign.

However, MMS said she does not deny the fact that they are requesting for having security during campaign as they see the necessity for such request, but their request has not yet been granted by the proper authorities.

MMS disclosed that Miranda is a family friend of the Morales. In fact, she said, Miranda has been an active supporter of Mayor Marino “Boking” Morales, being a close friend of the family especially during the past elections. “Oo, kasama namin siya sa pangangampanya noon para kay Daddy – kay daddy siya, MMS said in a phone interview.

MMS stressed that she last met Miranda in December last year, but she said, they have no communication with him since January. “Ang huling balita ko sa kanya ay lilipat sila sa Manila ,” MMS said.

MMS noted that if Miranda served as her close-in, he should be with her in her daily sorties in the barangays of Mabalacat. “Hindi naman namin siya kasama sa mga activities namin,” she said

MMS said that Miranda has been a friend of their family since they were in high school. “Kaibigan ko siya, ni Atlas at ng iba ko pang mga kapatid, so I felt sad when we heard the news about him,” she said.

MMS said the accusation made by Deng Pangilinan, her friend and spokesman of her father is just a black propaganda aimed to malign her image as the other camp, she said, is feeling nervous due to warm welcome they received from the people of Mabalacat.

SM guards exemplify good deeds in Marilao

MARILAO, Bulacan--- Several security guards of SM City Marilao exemplified good deeds which served as inspiration to front liners, mall shoppers, SM Marilao management said.

“More good deeds are happening at the mall serving inspiration to all frontliners as several guards of SM City Marilao recently proved their outstanding service evidenced by delighted shoppers,” SM management said.

Lady guard Rosemarie Tungpalan of the RJC Security Agency made a shopper relieved last March 2 when she returned a cellphone to the Customer Relation Service Office after it was found lost along the mall’s entrance. Its owner, Alvin Dimalanta, was pleased to have it back in good condition.

Two security guards of SM City Marilao also returned to its owner a lost bag carrying about P6,000 cash, a digital camera, and other personal items. Found unattended along the parking area last February 25, guards Renante Vicio and Arnel Hernandez secured the bag and properly turned it over to the Customer Relation Service Office of the mall. Owner Marissa Flores of Meycauayan, Bulacan admired the honesty shown by the security personnel from the Vican Security Agency.

Vicio and Hernandez, along with Tungpalan, will be commended by the SM management for their service excellence.

Security guards Arnie Arano of RJC Security Agency, Rex Rusiana of Vican Security Agency, and Inspector Mar Autriz of FRW Security Agency also returned lost items to customers during the month of February and will likewise be commended.

Pineda leads business group survey in Mabalacat

MABALACAT, Pamp. – Comelec Second Division-declared Gov. Lilia “Nanay Baby” Pineda topped the survey over lone rival Gov. Eddie Panlilio commissioned by the Mabalacat Busines Group (MBG) headed by its President –Engr. Gerardo Pingul of GP Corporation.

It was reported that the MBG three-day survey was conducted on February 20, 21, and 22 in this town. The survey was apparently done through the assistance of some university students who conducted on 1,200 respondents.

Based on the survey, Pineda got an overwhelming 75% while Panlilio bagged only 19.8% while the rest remain undecided.

The respondents revealed that they were allegedly disgusted by the Panlilio administration because they claimed that he did nothing to alleviate the lives of the Kapampangans.

They said that they could not even ask for an assistance at the Provincial Capitol because Panlilio could not be reached.

Vice gubernatorial bet Yeng Guiao also topped the survey with 65.9% followed by Marko Lazatin with 25.9% while the rest are undecided.

Rep. Carmelo Lazatin is still the man to beat in the congressional polls in the Pampanga 1st District. His closest rival Ares Yabut bagged 19.1%; Chito Bacani with 1% and the rest are undecided.

Among the mayoral bets in Mabalacat, incumbent Mayor Marino “Boking” Morales topped the survey with 61% followed by Toy Tiglao with 18.7%. Marjorie Sambo landed on the third slot with 16.7% while contractor Joseph Policarpio a mere 2%. Some 1.4% are undecided.

CANDABA, Pamp. --- Local officials and fishpond operators in San Luis, Arayat and this town have raised alarm as tons of tilapia surfaced in their fishpond daily due to fish kill amid the dry spell caused by the El Nino Phenomenon and the mismanagement of fishpond operations.

Villa C. Quiambao, municipal agriculturist of San Luis town said fishpond owners in her town are experiencing huge losses. She noted that for the past several years, the fishpond owners yielded 6 to 7 tons a day but as now, as per record, the fishponds in their town harvested only 2 to 3 tons daily due to fish kill.

“Ang ibig pong sabihin nito ang mga fishpond operators ay tabla-matalo lang ang laban,” Quiambao said.

This developed as the tilapia industry in these towns is facing huge economic losses due to many factors besetting the fish growing business as they claimed that traders of feeds and middlemen are the only one who benefited from the industry.

Mandasig Village Chief Bong Mangalino fishpond owner said that middlemen and traders pick up the tilapia at a farm gate price of P45 and sell it to the market at P70 to P80.

“Sino ang kumikita? Iyong biyahero lang samantalang itong mga nagpapakahirap at namumuhunan nalulugi dahil sa mura ang kuha sa tilapia. Samantalang namamahal naman ang halaga ng feeds na pinapakain,” Mangalino said.

As this developed, Mayor Jerry Pelayo together with the municipal agriculturists of the said towns and Michael Cano, head of the Bureau of Fisheries and Aquatic Resources (BFAR) Fisheries Extension Training and Communication Division (FETCD) in Region III, has called for the creation and reactivation of federation of all fishpond cooperatives to monitor and address this most pressing problem.

Pelayo said the only solution to this problem is the establishment of feed mill to be operated by serious members of fishpond cooperatives, installation of laboratory for soil and water analysis and direct market access of fishpond operators. Hence, he urged for the immediate action to weather this crisis in tilapia industry.

For several years, Pelayo said Candaba is one of the top producers of tilapia in Central Luzon. "Pero ngayon due to fish kill, kilo-kilo na lang kaya dapat nating iaddress ang problema," Pelayo said.

Cano, on the other hand said the mismanagement of fishpond, rising temperature has caused oxygen depletion in the water.

He said the presence of dead or distressed fish may indicate that a toxic substance has entered the waterway.

“Fish kills also result from a combination of natural and human induced stresses in the environment. Several elements may combine and act synergistically to overload stress tolerance levels and induce a fish kill,” Cano said.

Cano said another caused of mortality is over feeding, over population, reduced food abundance and excessive temperatures or sudden temperature change. He added that low levels of dissolved oxygen in fish ponds due to the dry spell have resulted in fish kills in aquaculture areas.

"Ito (fish kill) ay nangyayari kapag bumababa ang level ng tubig sa fish pond. Kapag bumaba ang water level, bumababa rin ang level ng dissolved oxygen, at ‘pag nakulangan ng level of oxygen, nahihirapan ang mga isda. MMS alleged close-in nabbed for’ illegal possession of firearm’

MABALACAT, Pamp. – An alleged close-in security of mayoral bet Marjorie Morales Sambo (MMS) was apprehended by police elements of the Dau Police Station in Mabalacat on Sunday.

Police authorities identified the suspect –arrested for illegal possession of firearm as Ryan Parica Miranda, 36 years old, of 13 Mabini St. , Dau, Mabalacat, Pampanga.

Authorities said Miranda yielded a 9mm Taurus with serial number TBU 14273 when accosted by SPO1 Robert Manaloto and PO2 Pepe Lomocso of the Community Police Assistance Center 1, Dau Police Station. The licensed pistol is loaded with nine live ammunitions.

Reports have it that Miranda was on a drinking binge along Mabini St. , Dau. Miranda with a gun tucked on his waist had been reportedly unruly and had challenged his neighborhood into a fistfight.

A concerned teenager informed the Community Police Assistance Center 1 of the matter in a bid to prevent untoward incident.

SPO1 Manaloto and PO2 Lomocso immediately rushed to the area and saw Miranda hurling invectives to his frightened neighbors.

The responding police asked Miranda to hand over his weapon and the latter surrendered peacefully.

During the interrogation, Miranda allegedly introduced himself as a “close-in security” of Marjorie Sambo.

Deng Pangilinan, spokesman of Mayor Marino ‘Boking’ Morales alleged that Marjorie is being escorted by armed bodyguards in defiance of the gun ban.

“Wala pa man po sa puwesto umaabuso na ang kanyang mga tao. Paano pa po kung si Marjorie ang maupo baka takutin nila ang mga tao,” Pangilinan said.

Pangilinan said Marjorie had “defied his father and it was not surprising that they will also defy the gun ban imposed by the Commission on Elections (Comelec).” “Yung ama nga nila na nagpalaki sa kanya at nagaruga sinuway nila, batas pa kaya ang hindi susuwayin,” said Pangilinan.

Pangilinan added that Marjorie Sambo is surrounded by armed security details in her barangay sorties, which had been frightening Mabalacat residents. “Balita po namin marami ang bodyguards ni Marjorie at ang asawa nitong si John Sambo, kaysa kay Mayor Morales. Dapat imbestigahan ito ng pulisya dahil may dala silang mga baril at ito ay ipinagbabawal ng Comelec.” Pangilinan added.

Velasco out; Baltazar in as mayor of Sasmuan

CITY OF SAN FERNANDO --- As the order of the Commission on Election’s (Comelec) ousting embattled Mayor Nardo Velasco has been served since Friday, Mayor Fernando Baltazar was sworn-in as the new local chief executive of Sasmuan town.

This developed as Department of Interior and Local Government (DILG) Provincial Chief Angie Blanco personally served last Friday the original copy of the Comelec en banc in the office of the Mayor.

However, Blanco said the order was just received by the staff of Velasco who was not around at his office.

The assumption to office of Baltazar was observed to be generally peaceful as there was no commotions from both camps – Velasco and Baltazar supporters.

Baltazar stressed that in his first week in office, he would order for the clean up drive not only of the town’s river but also the suspected unliquidated and undocumented expenses and reimbursement incurred by former Mayor Velasco.

‘Ing first order of business ku, ing pamarekisa karing reimbursement ng Velasco na kanita mi pa kukutang kaya ampo ing marinat a ilog na mengapaburen ampo ing basura king balen Sasmuan,” Baltazar said.

Asked if he would file a case against Velasco if ever he found out that there are irregularities during the time of his predecessor, Baltazar said he would, in case he found that there are anomalies.

Earlier, Velasco told Central Luzon Daily that he will not stage any disarray should the order would be officially served as he noted that he has full respect on the rule of law and that he loves the peaceful town of Sasmuan .

It can be recalled that in 2007, the Comelec en banc has ruled and the Supreme Court has promulgated their decision in 2008 expelling Velasco as mayor of Sasmuan.

The Supreme Court’s order to implement Velasco’s ouster was dated way back Dec. 24 2008, while the Comelec en banc’s order was first issued on Oct. 15, 2007.

The Comelec en banc stated that the candidacy of Velasco in the last election was null and void from the very beginning due to the fact that he was not able to vote last May 14, 2007 because he was not a registered voter then- being a former “balikbayan” from the US .

However, Velasco was able to file again his certificate of candidacy for mayor in the coming May 2010 election slugging it out with the incumbent Mayor Baltazar – a former town’s vice mayor. (Joel P. Mapiles)

Kung paniniwawalaan ang kaniyang mga patalastas ay tila si Noynoy na nga ang pag asa ng bayan. Astig ang dating at tila seryoso sa kampanya nito na labanan ang korapsiyon.

Ang serye ng kaniyang mga propaganda ay nakasentro sa pagpapa-angat ng kabuhayan ng mga Pilipino sa pamamagitan ng pagtapos sa korapsiyon sa siyang ugat umano ng kahirapan. Sabi nga ni Noynoy “nagsimula ang laban sa Edsa at magpapatuloy sa Mayo.’

Kung tutuusin ay hindi na maituturing bagito si Noynoy sa larangan ng pulitika. Una siyang naging Kongresista noong taong 1998 at tinapos niya ang tatlong termino hanggang sa taong 2007. Sa loob halos ng siyam na taon ay nanungkulan si Noynoy bilang mambabatas. Hindi ko tuloy maiwasan ang magtanong, kung mayroong bang naipasang batas si Noynoy na nagpapataw man lang ng mataas na kaparusahan sa mga magnanakaw sa kaban ng bayan. Nakalulungkot dahil wala ni isang batas na naipasa si Noynoy nang siya ay isa pang kongresista.

Kung ganun ano ang ginawa ni Noynoy sa kongreso sa loob ng siyam na taon? Nagbutas ng upuan o nagbilang lamang ng butiki sa kisame ng gusali ng kongreso ? Hindi ba maituturing pagsasayang ng pondo ng bayan ang paggamit sa Priority Development Assistance Fund o mas kilala sa banggit na “pork barrel” ang ginawa ni Noynoy? Milyong milyong piso ang nagamit subalit wala ni isang batas ang nagawa? Siya nga ba talaga ang pag asa?

Pinalad din si Noynoy na manalo bilang senador ng ating bansa noong nagdaang halalan kasabay ng paboritong anak ng probinsiya ng Pampanga na si Senador Lito Lapid. Sa loob ng tatlong taon sa senado, patawarin po ninyo ako pero “kamote”ang maibibigay kung marka kay Noynoy dahil wala ni isa sa kaniyang mga panukalang batas ang lumusot at pinakinabangan ng ating mga kababayan.

Ayaw ko sanang ikumpara si Noynoy kay Lapid na karaniwang nagiging sentro ng pagpapatawa sa senado. Ang sabi pa ng ilang nagmamasid, pumapasok lamang daw si Lapid sa senado para magpa-check ng attendance at pagkatapos ay tamihik na lalabas habang nagkakaroon ng mainitang debate sa mga panukalang batas. Subalit lubhang nakagugulat si Lapid na miyembro umano ng “committee of silence”, ay nakapag-akda ng isang batas na nagbigay ng kapaboran sa mga mahihirap nating kababayan. At si Noynoy na pag-asa umano ng bayan ay walang maaangking sariling kanya.

Kung totoong nagsimula sa Edsa ang laban bakit wala siyang nagawang batas sa loob ng labindalawang taon bilang mambabatas para labanan ang korapsiyon? Botanteng Pilipino mag isip ng matalino! Huwag padadala sa ganda at galing ng mga patalastas baka kayo maguyo sapagkat hindi lahat kumikinang ay ginto. Hindi lahat ng nagsasabing sila ang pag asa ay seryoso.

Panghuli, nais ko lamang pong linawin na hindi ko layunin na saktan ang damdamin ng sinuman kundi imulat ang kaisipan ng mga botante upang makapag desisyon ng tama sa nalalapit na eleksiyon. (Herbert P. Mapiles)

Mabalacat holds 3rd Caragan Festival today

MABALACAT — Some 10,000 people will join the street revelry during the 3rd Caragan Festival today culminating the month-long fiesta celebration here.

Mabalacat Fiesta Executive Committee Chairman Diosdado Pangilinan said that thousands of students in the town’s schools along with foreign and local visitors are expected to join the street dancing and parade that will end at the plush Xevera Mabalacat Subdivision in Barangay Tabun.

Pangilinan said the Caragan Festival aims to give the municipality its identity similar to the Sinulog of Cebu and Maskara of Bacolod. The culture of the town’s first inhabitants headed by Chieftain Caragan will be interpreted during the festival, according to Pangilinan.

The Caragan Festival is being geared to promote the preserve the rich cultural heritage of the Aetas, who lorder over the town before the advent of modernization.

Caragan is the late chieftain of the Aeta community in Mabalacat then a forested hinterlands covered with Balacat trees. The former Aeta settlers had been forced to move in the mountains with the onset of modernization.

Pangilinan said the Caragan Festival highlights the Aeta heritage and inculcates in the mind of the new generation the customs and traditions of the Aetas.

He is expecting that the Caragan Festival this year will surpass the magnitude of the previous one last year.

Mabalacat Mayor Marino “Boking” Morales said that the 3rd Caragan Festival will be joined in by thousands of students from various schools. Morales said the group will march from Barangay Mabiga up to Mabalacat Church Patio all the way to Xevera Mabalacat.

On the way, participants clad in colorful costumes dance their way to the beat of the drum ala Brazil ’s Mardi Gras. “This is our country’s version of the Mardi Gras in New Orleans , US . This is the mother of all festivals and we will showcase only the best presentations primarily to improve tourism not only in Mabalacat but in the entire country as well,” said Morales, who along with town officials recently visited Thailand to adopt best practices in tourism.

Morales said the Caragan Festival is now being recognized in other countries. The Department of Tourism (DOT) is now actively supporting the annual Caragan Festival in a bid to promote and preserve the rich cultural heritage of the Aetas.

Morales said that the Caragan Festival will also honor the outstanding sons and daughters of Mabalacat town, now a first-class municipality on its way to cityhood.

Mayor Marino “Boking” Morales said town fiestas have become a way of life and a tradition for Filipinos during which time various festive activities are undertaken and presented for public viewing.

SP overrides gov's veto

CITY OF SAN FERNANDO --- The Sangguniang Panlalawigan yesterday has unanimously approved the resolution overriding the veto of Governor Eddie Panlilio on some pertinent sections of Ordinance 385 approved by the provincial board authorizing the annual budget of the provincial government of Pampanga for fiscal year 2010 in the amount of P1,256,475,398.95.

Vice Governor Joseller “Yeng’ Guiao clarified that Panlilio has vetoed not the whole budget but only some sections of the ordinance, however, they have decided to come up with a unanimous decision to override the veto of the governor.

With this, Guiao said the annual budget of the capitol will remain as is. He said, they will just wait for the 15-day period before it becomes a law and effective.

In his veto message dated February 24, Panlilio has emphasized that the members of the Sangguniang Panlalawigan have usurped the executive functions and continually and stubbornly not recognize the rule of law.

With this, the members of the board said they felt sad as the language used by Panlilio bordered too personal and uncalled for. “Ang masama lang iyong mensahe ni governor ay may kasamang insulto, budget lang naman ang pinag-uusapan hindi naman ito personalan,” Guiao lamented.

Guiao said the Governor accused them of not following the rule of law but he never cited any laws that they have violated.

Guiao recalled that last year, the same provision was allowed by the Department of Budget and Management (DBM) as he stressed that the approval and disapproval of the budget is within their jurisdiction and they are allowed to put some safeguards on the budget.



First District Board Member Cris Garbo said the safeguard that they have attached to the sections vetoed by the governor is just a way of practicing the check and balance in the provincial government.

Some of the sections vetoed by Panlilio and subsequently overrided by the provincial board were as follows: Sections 1.a, 1.b, 1.c, 1.d, 3.3.2 and 11.

The SP wanted that Sections 1.a ( implementation/disbursement of funds of the programs stated under the continuing appropriation for Non-Office Accounts and 20% development fund for 2008 and 2009); 1.b ( non-office account for the current year); 1.c (funds of lump-sum for Youth development Programs in the amount of P3,329,880); 1.d ( Annual Development Plan and Investment Program for the year 2010) shall be subject to the submission of accomplishment reports and detailed programs to the submission of accomplishment reports and detailed programs/ justification by the concerned authority for review and approval of the Sangguniang Panlalawigan.



However, Panlilio stated in his veto message that the condition made by the provincial board on the cited sections of the ordinance was an act of usurping on purely executive functions wherein the approval of the detailed program for the implementation and disbursement of funds is lodged with the executive and not the legislative branch.
